Abstract

The development of the Center Point of Indonesia (CPI) through coastal reclamation has transformed the physical environment and everyday life of coastal communities in Makassar, particularly in Panambungan Village. This study examines community perceptions of the CPI project and identifies its socio-cultural impacts on residents whose livelihoods and settlements are closely connected to the coastal environment. The research employed a descriptive qualitative approach and was conducted in Panambungan Village, Mariso District, Makassar, from March to September 2023. Data were collected from ten purposively selected informants through observation, in-depth interviews, and a review of relevant literature and documents.Residents perceived the eviction process as sudden and viewed the project as having displaced coastal households without providing adequate long-term protection. Reclamation was also associated with declining environmental quality, reduced fish and shellfish stocks, the accumulation of waste and sediment in canals, and increasingly frequent flooding. These changes contributed to the loss of income, longer and more costly fishing journeys, restricted boat access, occupational shifts, and the disappearance of coastal spaces formerly used for work, food gathering, and children’s activities. The development also attracted newcomers and created new commercial and recreational spaces that influenced consumption and leisure practices. Although some residents benefited from access to new entertainment and business areas, the negative effects on livelihoods, residential security, and the coastal environment were more strongly felt by the Panambungan community.
