Abstract

This research aims to determine the implementation of state responsibility in handling stunting in Tuban Regency along with supporting and inhibiting factors. The research is empirical legal research with a qualitative approach. The characteristic of this research is descriptive. This research uses primary and secondary data. Primary data was obtained from interviews. Secondary data comes from statutory regulations, books, official documents, and research results in the form of reports that support primary data. The data collection techniques used were literature study and interview methods. The analytical techniques used start from data reduction, data coding, drawing conclusions and research verification. The research results show that the implementation of handling stunting by the Tuban Regency Government is a form of state responsibility. This implementation is realized through the formation of Regent Regulation Number 51 of 2022 concerning the Acceleration of Stunting Reduction in Tuban Regency in 2022-2024, the formation of a Team for the Acceleration of Stunting Reduction, determining priority locations for handling stunting, implementing specific and sensitive interventions, and cross-sectoral policies. The supporting factors in its implementation are budget factors, cross-sectoral policy factors, coordination factors and public enthusiasm factors. Meanwhile, the inhibiting factors are knowledge factors, education level factors, economic factors, behavioral factors, and factors of less than optimal cross-sectoral involvement.
