Abstract

This research aims to determine the implementation of state responsibility in handling stunting in Tuban Regency along with supporting and inhibiting factors. The research is empirical legal research with a qualitative approach. The characteristic of this research is descriptive. This research uses primary and secondary data. Primary data was obtained from interviews. Secondary data comes from statutory regulations, books, official documents, and research results in the form of reports that support primary data. The data collection techniques used were literature study and interview methods. The analytical techniques used start from data reduction, data coding, drawing conclusions and research verification. The research results show that the implementation of handling stunting by the Tuban Regency Government is a form of state responsibility. This implementation is realized through the formation of Regent Regulation Number 51 of 2022 concerning the Acceleration of Stunting Reduction in Tuban Regency in 2022-2024, the formation of a Team for the Acceleration of Stunting Reduction, determining priority locations for handling stunting, implementing specific and sensitive interventions, and cross-sectoral policies. The supporting factors in its implementation are budget factors, cross-sectoral policy factors, coordination factors and public enthusiasm factors. Meanwhile, the inhibiting factors are knowledge factors, education level factors, economic factors, behavioral factors, and factors of less than optimal cross-sectoral involvement.

Abstract

This research describes and examines problem, first, what is the role of local government in improving the quality of labor in Karanganyar Regency. Second, what are the obstacles faced by The Local Government in improving the quality of labor in Karanganyar Regency. This research is an descriptive empirical legal research. This research approach are statute approach, case approach, and conseptual approach. The research location is at the Department of Trade, Employment, Cooperatives, and Small and Medium Entreprises, Karanganyar Regency. The types and sources of data for this research are primary and secondary data. Data collection tecniques through interviews, observation, and literature study. The data analysis uses qualitative analysis. The results of the research show that the COVID-19 pandemic in Indonesia has resulted difficulty of companies on continuing production activities which has resulted in a decrease of company’s revenue which has resulted in the Termination of Employment for several employees. In overcoming the booming number of unemployed in Karanganyar Regency, The Local Government using The Skill Development Center (SDC) program to improve the quality of the labor. Obstacles faced by Local Government are tha pandemic itself, budget, mismatch between training and work needs, and disinterest in existing job vacancies.

Abstract

Pilkada is one form of democracy in the regions that needs to be ensured that its implementation is in accordance with procedures so as not to lose the meaning of democracy itself. Bawaslu has an important role in realizing elections with integrity without the practice of money politics. One of the tasks of Bawaslu is to prevent the practice of money politics. One of the important components in the implementation of regional head elections (Pilkada) is the village and its citizens. The village which is the closest component to the community in the election becomes a place for the practice of money politics. The integrity of the Pilkada can be destroyed because of the practice of money politics that occurs in the village. A strategy to prevent money politics is needed in the village by building an anti-money politics village in order to strengthen local democracy.
