This study aims to examine how the values of rights and obligations can be strengthened through the use of Balinese local wisdom satua “Ni Bawang teken Ni Kesuna” in Pancasila and Civic Education (PPKn) learning at the elementary school level. Satua is a traditional Balinese folktale that contains noble values relevant to PPKn subject matter, particularly regarding the concept of citizens' rights and obligations from an early age. The method used is a literature review with a descriptive qualitative approach. The results show that the satua “Ni Bawang teken Ni Kesuna” contains representations of rights and obligations values through character conflicts and story plots, making it suitable as a contextual medium in elementary school PPKn learning. The implementation of this satua has been proven to enhance students' understanding of rights and obligations, encourage awareness of fair behavior, and strengthen responsible civic character. These findings confirm that Balinese satua as local wisdom is an authentic and meaningful learning resource to support PPKn learning achievements in elementary schools.
