This study was motivated by the low level of social acceptance toward Children with Special Needs (CSN) in inclusive education settings, indicating the need for learning strategies that can foster students’ empathy and social interaction. This study aimed to analyze the implementation of inclusive education in developing empathy through collaborative learning strategies and to examine the implementation of life skill-based learning as an effort to enhance students’ independence. This study employed a qualitative approach conducted at PKBM Sehati, Cikarang. Data were collected through observation, interviews, and documentation involving the head of the institution, curriculum coordinator, and regular students as research participants. The findings revealed that empathy development was carried out by providing initial guidance to regular students regarding the characteristics of Children with Special Needs (CSN), as well as the importance of empathy, tolerance, and cooperation. In addition, life skill-based learning was implemented to improve students’ independence, social interaction, and readiness to face future life challenges.
