This study aims to analyze the opportunities and challenges of utilizing TikTok social media to support the achievement of higher-order thinking skills, specifically the ability to create (C6), in Islamic Religious Education (PAI) learning at the SMA/SMK level. In the digital era, conventional rote-learning methods are deemed less adaptive to the rampant issues of hoaxes and declining internet ethics among adolescents. Therefore, innovative, interactive learning media tailored to the characteristics of Generation Z are highly required. This study employs a library research method with a qualitative-descriptive approach to explore scientific literature concerning the use of digital media in religious education. The results indicate that TikTok offers significant opportunities as a medium for Islamic expression through the production of creative and collaborative digital dawah content, which directly stimulates the C6 creation indicators. The platform's familiarity among students also minimizes technological barriers in implementing project-based learning. Nevertheless, the utilization of TikTok faces concrete challenges, including the risk of exposure to negative content, the digital divide regarding device and internet access, teachers limited digital literacy competencies, and the urgent need for authentic assessment instruments to evaluate students' digital products. This study concludes that structured guidance and adaptive assessment rubrics are pivotal keys to integrating TikTok effectively as a holistic, safe, and innovative learning medium for PAI.
