Character development is an important component of education at the elementary school level. Technological advancement and social changes in the digital era have created various behavioral challenges among students, including declining discipline, responsibility, and social awareness. Therefore, schools play an important role in instilling character values through the learning process. One subject that contributes significantly to character formation is Pancasila and Civic Education (PPKn). This study aims to examine the internalization of character values through PPKn learning in elementary schools. The research employed a literature review method with a qualitative descriptive approach. Data were collected through the analysis of relevant journals and scientific articles. The findings indicate that PPKn learning can foster character values such as discipline, responsibility, tolerance, cooperation, nationalism, and social awareness through active learning, positive habituation, teacher role modeling, and group discussions. In conclusion, PPKn plays a strategic role in strengthening students’ character at the elementary school level.
