Public sector crises are multidimensional phenomena characterized by high uncertainty, risk complexity, and significant time pressure in decision-making. This article examines the role of crisis leadership in addressing the dynamics of uncertainty and risk in the public sector. The method used in this study is a literature review approach through qualitative analysis of leadership theory, crisis management, and public policy studies. The results indicate that effective crisis leadership is not only determined by technical response capabilities but also by adaptive capacity, strategic communication, ethical integrity, and risk management integration. Transformational and adaptive leadership approaches contribute significantly to strengthening organizational resilience and maintaining public trust. This article concludes that crisis leadership is an important strategic instrument in creating a responsive, resilient, and sustainable public governance system.
