Language learning in higher education still tends to focus on teaching methods, techniques, and instructional approaches, while the development of linguistic competence as the foundation of language skills has not received optimal attention. In the era of globalization, students are required not only to understand language theories but also to use language effectively in various communicative contexts. Therefore, the implementation of linguistic competence-based learning strategies is considered important to improve students’ language abilities. The purpose of the research is to describe language learning strategies based on linguistic competence that can improve language skills. The type of research that the researcher uses is a type of qualitative field research that is descriptive. This research aims to obtain data related to linguistic competency-based learning strategies and then collect, analyze, and present data objectively. A teacher who understands linguistic competence will be able to teach Arabic comprehensively and effectively. This understanding helps teachers in explaining linguistic aspects systematically, providing solutions to students' difficulties, and improving students' ability to speak Arabic properly and correctly. Thus, linguistic competence is the main foundation for creating a quality and meaningful Arabic language learning process. In addition to understanding linguistic competence, teachers must also understand pedagogical science. Understanding pedagogical science for Arabic teachers is essential to creating an effective and directed learning process. Pedagogy provides a foundation for designing learning strategies that suit students' goals, materials, and characteristics. This study confirms that linguistic competence serves as a fundamental basis for improving students’ language skills through effective and structured learning strategies. The scientific contribution of this research lies in strengthening the integration of linguistic competence and pedagogical approaches in Arabic language learning, there by providing a conceptual and practical framework for enhancing language instruction in higher education. Future research is recommended to involve larger and more diverse samples, examine additional variables such as learning motivation, language environment, and digital learning media, and explore the implementation of linguistic competence-based learning strategies in different educational contexts.
