<![CDATA[The Indonesian government identifies food self-sufficiency as a fundamental pillar of national sovereignty, yet a persistent socio-economic gap exists between national production targets and the actual prosperity of farming households. This study aims to evaluate the strategic implementation of national food security programs and their efficacy in elevating farmer welfare. Adopting a qualitative descriptive approach centered on a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis, the research utilizes data collected from 2020 to 2025 across four primary rice-producing provinces, including East Java, Central Java, West Java, and South Kalimantan. Informants were selected via purposive sampling to ensure validity from both administrative and field perspectives. The findings reveal that the current strategy occupies an aggressive growth position (Quadrant I), driven by significant fiscal policies such as the mandatory 20% Village Fund allocation for food security. However, structural inefficiencies, including fragmented distribution chains and a critical dependency on subsidized chemical inputs, remain significant impediments. The study concludes that a paradigm shift from production-centric security to a welfare-oriented protection model is mandatory for sustainable development. This requires transforming traditional farmer groups into independent corporate entities to shorten market chains and increase bargaining power.]]>
