<![CDATA[(Background) Traditional food markets are essential food-distribution spaces, yet inadequate sanitation, poor waste handling, and weak clean and healthy living behavior can intensify environmental health and food-safety risks. (Objective) This study analyzed the implementation of selected Healthy Market indicators in Pasar Ciputat and Pasar Modern BSD, South Tangerang, by comparing documented 2014 conditions with 2026 field observations. (Methods) A partial replication design was applied using structured observation from 21-27 April 2026. Twelve binary indicators were derived from the 2008 Healthy Market guideline and Minister of Health Regulation Number 17 of 2020, covering waste management, drainage, handwashing facilities, toilets, and smoking-related PHBS. Descriptive scoring was calculated as the proportion of fulfilled indicators. (Results) Pasar Ciputat improved from two of twelve indicators in 2014 (16.7%) to three indicators in 2026 (25.0%), mainly because covered waste bins were identified in 2026. Pasar Modern BSD maintained seven documented fulfilled indicators in both periods (58.3%), reflecting stronger infrastructure but no measurable behavioral progress. Across both markets, trader-level waste separation, absence of standing water, soap availability, and compliance with smoke-free behavior remained unmet. (Conclusions) The Healthy Market Program in South Tangerang shows a persistent facility-behavior gap. Infrastructure provision must be coupled with routine supervision, trader education, smoke-free enforcement, and cross-sector environmental health governance.]]>
