Measures to Mitigate Valuation Inaccuracy in Residential Property Markets: An Empirical Investigation within the Study Areas

Abstract

Valuation inaccuracy is a problem that persists in the residential property markets, with its prevalence being particularly strong in developing countries where poor quality data, weak regulation and variance in professional practice hinder the effectiveness of the market. There has been significant variance between valuation information and market prices in Nigeria, despite limited attention toward identifying practical mitigation measures. We urgently need to progress from diagnosis of valuation error to evidence-based discovery of solutions that valuers, regulators and market participants can follow. This study fills that gap by examining those with a focus on mitigation measures in Nigerian residential property markets. This research was done to find out measures of adjustment that can reduce the inaccuracy in market valuation for quality residential housing in the research areas of Abuja and Minna (Nigeria). A quantitative research design was used. Population included all 179 registered Estate Surveying and Valuation (ESV) entities in Abuja (168) and Minna (11). Census sampling was utilized and all firms were enumerated. Data were gathered using structured questionnaires and analysed by descriptive statistics including means and standard deviations. The most prominent mitigation measures were the establishment of a valuation databank, adherence to valuation standards and guideline manuals, enhanced valuation education in tertiary institutions, greater enforcement of the NIESV code of conduct, and enhanced valuation practices. Componentizations of property valuation were the lowest in both study areas. To sum up, the way to resolve the issues of valuation inaccuracy among the Nigerian residential property markets involves an increase in the focus of data infrastructure development, compliance with standards, educational reform and regulatory enforcement. Findings offer actionable recommendations for professional bodies, regulatory and academic institutions wishing to enhance valuation accuracy.
