Abstract

The involvement of participants in the public consultation forum, through community participation in improving the quality of services at the Tanjungpinang City General Hospital, was carried out to assess the quality of participation and follow-up within the forum. The implementation went fairly well, with responses taking the form of suggestions, innovative solutions and government policies to address service issues. The process is still at the planning stage, covering matters such as hospital notifications regarding competencies, running text and the Memorandum of Understanding (MoU) on medicine delivery. This descriptive qualitative study aims to understand the activities and responses of the forum regarding a variety of issues, ranging from those raised by the community to the hospital’s shortcomings. The research issues include: a lack of public understanding regarding the timing of medication collection, and limited outpatient services at the hospital. Therefore, follow-up actions through the FKP are required as a strategy for the Tanjungpinang City General Hospital to formulate improvements in service quality that are effective, responsive and sustainable. This study employs a qualitative approach using the case study method. Data collection techniques utilised include documentation, interviews and observation. The theoretical frameworks applied are John Thompson’s theory of deliberative quality and participatory accountability. The implementation went quite well, with responses taking the form of suggestions and innovative solutions. This study adopted an approach to understand hospital service procedures, as well as the lack of literacy regarding the use of information such as Silancep, the public’s lack of understanding of existing limitations, and the public’s expectations regarding the dispensing of inappropriate medication. As for the solutions, the hospital needs to improve literacy levels so that the public can understand the objectives; as more people become informed, they will be able to access services, which will naturally lead to improved service delivery. There is also a need to reform the medication collection system and to enhance the hospital’s resources
