Abstract

Since 1999 until 2015, Riau Archipelago Province was a regency. Riau Archipelago had passed development process for six times. In 1999, Karimun Regency, Natuna Regency and Batam City were formed. In 2001, the administrative city of Tanjung Pinang was formed. In 2003, Lingga Regency was formed, and In 2008 Anambas Archipelago Regency was legalized. Until this time, the dynamic of development in Riau Archipelago Province is still powerful. The fact there are five of seven Regencies / cities are in effort to be developed. This dynamic of development also happened in Lingga Regency, eventhought with the smallest Regional Fund Budget in Riau Archipelago Province. the purpose of this study is to explain the efficient estimation and time for new autonomy region increament in Lingga Regency. The parameter of region systemation which is used in this study is based on outonomy region systemation in big design of region systemation in indonesia of 2010-2025 which considered the geography dimension, demography dimension and system dimension. this study concludes based on the dimension of geography, economy, financial system, public administration system, and regional government management system, Natuna Regency is able for one new autonomy region increment. however, based on dimension of demography, security and defence system, and politic and culture social system, Lingga Regency is not recommended for new autonomy Region increment. totally, maximum amount estimation of new autonomy region increment in Lingga until 2025 is only one new autonomy region. The efficient schedule for its development process is in 2019-2021. Key words : Region Development, Territory Systemation and New Autonomy Region

Analisis Pelaksanaan Kebijakan Free Trade Zone (FTZ) di Kawasan KotaTanjungpinang Kepulauan Riau   Kustiawan(Jurusan Ilmu Pemerintahan FISIP UMRAH) Imam Yudhi Prastya (yudhiimam@yahoo.co.id)(Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract From the results of the study concluded that the implementation of FTZ in Tanjungpinang have not great results, there is no business or industry in those areas that have been set (Dompak -Senggarang areas). It is caused by; Legal assurance land ownership, infrastructure ; roads, ports, limited supply of electricity , synergy between the board of zone, local government and principals of some program activity is inhibited and can not be done, especially in matters relating to budget authority and the licensing process, the board of zone of Tanjungpinang unclear.

Abstract

PENGELOLAAN SUMBER DAYA AIR DI DAERAH KEPULAUAN (Studi diKota Tanjungpinang Provinsi Kepulauan Riau) 1Imam Yudhi Prastya,(yudhiimam@umrah.ac.id)2Nur.A.Dwi Putri(nuraslamdp@umrah.ac.id)   (Jurusan Ilmu Administrasi Negara FISIP UMRAH) Abstract: Water is a basic need of human life as an individual as well as a society. Riau Islands Province is an administrative area that is divided into several islands one of them is the Tanjungpinang city which is the provincial capital and also the city that has the most narrow land area compared to other regions. With these geographical conditions where the population continues to grow, it is necessary to manage the water resources well. This study uses a qualitative approach, this research wants to explain, describe and analyze the problem systematively with conceptual approach. In obtaining data with interviews with informants with cross-sectoral so obtained an objective picture of the object of study studied. The results of the research indicate that the management of water resources in Tanjungpinang is not optimal yet. This can be seen from the destruction of protected forests due to the existence of oil palm plantations, forest encroachment which is then converted into plantations and settlements. The consequence is the decrease of water debit in the reservoir, where the reservoir is the only source of raw water as a source of water supply for the citizen. In addition, the unity of forest management has been the cause of the high level of forest destruction. On the other hand, the high level of water loss has also caused it to be distributed to the people of Tanjungpinang, where currently only 39% can enjoy clean water services from the PDAM (Municipal Waterworks).

Abstract

It has been around 10 years since the enactment of government regulations as the basis for the implementation of the free trade zone policy, but until now the reality that occurred is far from ready, this can be seen from the provision of infrastructure which is an important part in supporting the course of the policy but not yet available. In addition to infrastructure, what is no less important is how the institution in this implementation is able to run the existing system. This study uses a qualitative approach with a type of descriptive research. Research locations are in Tanjungpinang City. The results of the study indicate the complexity of the problems experienced by the Institutions of the Zone Council and the Concession Board of the Bintan Region Free Trade Zone and Free Port, so it is not surprising that it ultimately has implications for operational policies. Because the presence of institutions is a determinant of whether a policy is going well or not.

Abstract

The existence of political parties in a country by many as a form of recognition of civil and political rights, and consequently the existence of political parties begining in the process of political egalitarianism citizens. This research used a phenomenological approach, to see the meaning of the subject of understanding the structure, documentation studies also put the core in-depth interviews as data collection. Strengthening of anti-party sentiment we can traced from the election several times in the reform era: 1999, 2004, and 2009, with the decline in voter participation, voter volatility and declining party identification, which then also reinforced by the results survey released by the institutions, indicate the implications of anti-party sentiment, either reactive or cultural.

Abstract

Munculnya kebijakan tentang penetapan hutan lindung sei pulai seharusnya memberikan kepastian dalam melakukan pengelolaan hutan, terlebih kawasan tersebut merupakan daerah tangkapan air untuk pada waduk Sei Pulai yang merupakan sumber air baku utama PDAM untuk memenuhi kebutuhan masyarakat Tanjungpinang. Akan tetapi dalam pengelolaan hutan tersebut muncul dinamika antara pemerintah dan masyarakat yang berada dikawasan hutan. Penelitian ini berusaha untuk mengurai konflik dalam pengelolaan hutan lindung Sungai Pulai dengan menggunakan pendekatan kualitatif dengan tingkat eksplanasi secara deskripstif, untuk melihat dan memetakan sumber konflik dalam pengelolaan hutan lindung sampai dengan resolusi potensial untuk mengakhiri konflik melalui pendekatan kelembagaan dan social. Selanjutnya menempatkan wawancara secara mendalam sebagai core pengumpulan data. Hasil dari penelitian dilakukan adalah konflik yang terjadi disebabkan karena tumpang tindihnya regulasi, sedangkan objek konfliknya adalah sebagian lahan pada kawasan hutan lindung sungai pulai. Dampak dari ketidakjelasan status lahan tersebut adalah masyarakat belum mendapatkan hak-hak sebagai warga Negara dalam mendapatkan pelayanan publik seperti infrastruktur jalan, listrik dan administrasi kependudukan karena pemerintah daerah berpedoman pada SK penetapan kawasan tersebut sebagai hutan lindung. Sedangkan masyarakat berpedoman pada surat alas hak yang terbit sebelum SK penetapan sebagai hutan lindung itu terbit sehingga masyarakat terus untuk menuntut terpenuhinya hak-haknya. Kebijakan tentang pelepasan kawasan hutan dan perubahan batas kawasan hutan untuk sumber tanah objek reforma agrarian sudah terbit, komitmen pemerintah dalam mengimplementasikan kebijakan tersebut akan sangat menentukan dalam penyelesaikan konflik.

Abstract

The purpose of this study was to find out how the implementation of Bintan Regent Regulation No. 1 Of 2019 Concerning Technical Instructions for Supervision Of The Distribution of Subsidized 3 Kg Gas Cylinders In East Bintan District, Bintan Regency. The background of this research is due to the scarcity of 3 kg gas cylinders, so the local government issued regulations governing the distribution of subsidized 3 kg gas cylinders. However, from the data obtained, the existing data on poor families and MSMEs has a very far comparison with the number of subsidized gas cylinders circulating in the East Bintan sub-district. This study uses the theory of Van Metter and Van Horn. This research uses descriptive qualitative research method. Primary data obtained by means of interviews and observations and secondary data obtained from written reports or publications. The results of the study indicate that the implementation of the Supervision of the Distribution of Subsidized 3 Kg Gas Cylinders has not been going well. This is due to the lack of supervision and enforcement of sanctions by the local government which results in the distribution of subsidized 3 Kg gas cylinders that are not in accordance with applicable regulations.

Abstract

Several regional governments in Indonesia have implemented paid plastic shopping bags policy to reduce micro-plastic waste. However, there are only a few studies to evaluate this program. To fill the research gap, the researchers seek to implement the regulation by investigating policy effectiveness factors. The ultimate purpose of this paper is to illuminate what factors affect the policy. The researchers studied the implementation of paid plastic bags in Depok City, West Java, Indonesia, by employing a survey to achieve the objective. One hundred and thirty-four respondents had participated in this research and shared their responses on the policy. A partial least square structural equation modeling (PLS-SEM) was applied to analyze the data. The results showed three factors contributed to policy implementation: knowledge, awareness, and compliance. The current research extends Grindle’s theory by examining individual determinants as predictors of policy implementation. This study also adds the researchers’ knowledge into how society responds to Indonesia’s paid plastic shopping bags policy and contributes to the government designing a suitable strategy to implement the program effectively.

Abstract

Permasalahan kesulitan mengakses air bersih di masyarakat pedesaan, membuat pemerintah berupaya untuk mengatasi persoalan air di masyarakat dengan memberikan bantuan fasilitas seperti Sistem Penyediaan Air Minum (SPAM). Masyarakat diberikan kewenangan untuk mengelolaa secara mandiri. fokus penelitian menganalisis dari pengelolaan air bersih berbasis komunitas di Kelurahan Sungai Lekop khususnya pada program SPAM, dan juga untuk mengetahui faktor penghambat dan pendukung dalam pengeloaannya. Peneliti menggunakan metode kualitatif  dengan pendekatan deskriptif. Informan dalam penelitian ditentukan menggunakan teknik purposive sampling dengan jumlah informan penelitian 11 orang. Adapun teori yang digunakan dengan  empat pendekatan fungsi manajamen dari yaitu tahapan perencanaan, pengorganisasian, penggerakan serta pengawasan yang dianalisis dari nilai-nilai pengembangan komunitas meliputi nilai partisipasi, pemberdayaan, kepemilikan, serta modal sosial Hasil penelitian menunjukan bahwa pengelolaan air bersih berbasis komunitas di Kelurahan Sungai Lekop belum optimal dalam pengelolaanya, ada hambatan yang terjadi dalam pelaksanaanya sehingga belum mampu memberikan peningkatan terhadap kebutuhan air bersih dimasyarakat. Seperti pada tahap planning program berjalan sesuai dengan perencanaannya, pada tahap organizing komunitas belum mampu mengambil keputusan tentang kepengurusan dan biaya tarif. Lalu tahap actuating anggota komunitas kurang mampu berkoordinasi sehingga tidak mampu memecahkan masalah kedepannya. Selanjutnya tahap controlling  ketidaktegasan pengawasan dalam program, sehingga pengelola menjadi lalai dalam menjalankan tugasnya.

Abstract

This study aims to analyze actor networks in the management of Protection Forest as the Pulai River. Pulai River Protected Forest is one of the protected forests on the bintan island of Riau Islands Province in addition to the protected forest of the cat hill, the mountain of galangal and the mountain of the deer. The protected forest of Pulai River is a buffer or provider of water reserves and also as a water catchment area for the Pulai River reservoir. The current level of damage to the protected forest of the river Pulai is very worrying. The damage is caused by illegal logging, conversion of forest areas to residential and community plantations and also the existence of oil palm plantations that enter protected forest areas. In this study qualitative descriptive approach with explanatory level will be used, to see patterns, meaning of actor objects, function, structure, institutionalization, rules of conduct, power relations and actor strategies, placing in-depth interviews as data collection cores. The author concludes that the network of actors in management in Forest Management as a Buffer for Water Resources in the Islands Region has not been formed. This is due to the lack of understanding and agreement that the forest issue is not only a matter of forest rehabilitation. Another thing is about the certainty of ownership rights over land which then has an impact on the fulfillment of the rights regarding the basic needs of the citizens who have been fulfilled. With the issuance of regulations relating to the settlement of land in forest areas, it is at least a new hope to address the core of the problem.
