Public service innovation has become a critical agenda in public sector reform, particularly in developing countries facing persistent governance challenges. In Indonesia, efforts to enhance transparency, accountability, and service effectiveness have increasingly relied on innovation-driven approaches, yet their contribution to good governance remains underexplored. This study aims to analyze how public service innovation strategies contribute to strengthening good governance in Indonesia. This research adopts a qualitative approach using a case study design. Data were collected through in-depth interviews, document analysis, and observation across selected public sector institutions. The data were analyzed using thematic analysis to identify key patterns and relationships between innovation practices and governance outcomes. The findings reveal that public service innovation is manifested through three main dimensions: digital-based innovation, organizational and managerial reform, and collaborative governance. These innovation strategies are associated with improvements in transparency, accountability, effectiveness, and citizen participation. The study also finds that the integration of digital technology with institutional reform and stakeholder engagement plays a crucial role in generating sustainable governance outcomes. The study contributes to the literature by applying Public Value Theory to explain how innovation creates public value in governance processes. Practically, the findings provide insights for policymakers and public managers to design innovation strategies that align with governance objectives and enhance public trust.
