<![CDATA[The era of digital disruption has compelled public institutions to abandon the rigid and hierarchical paradigm of classical bureaucracy in favor of an agile, collaborative, and data-driven governance model. This article aims to systematically synthesize the integration of agile governance, collaborative governance, and the Electronic-Based Government System (SPBE) concepts as the foundation for modern public governance transformation. Utilizing a Systematic Literature Review (SLR) method guided by the PRISMA protocol, this study analyzes 23 empirical and theoretical articles from reputable databases. The primary findings reveal that effective digital transformation is not solely determined by technological procurement, but rather by the institutional capability to adapt (agile) and build cross-sectoral synergy (collaborative). A case study of SPBE implementation in the Special Region of Yogyakarta (DIY) and the Jogja Smart Service (JSS) platform provides robust empirical evidence. The increase in DIY's SPBE Index to a level of 4.22 in 2023 positively correlates with a reduction in the poverty rate to 10.08% and an increase in the Human Development Index (HDI) to 82.48 in 2025. However, this success is overshadowed by challenges such as a deficit in technical human resources, digital literacy disparities, and regulatory ambiguities regarding data interoperability. The article concludes that the future of public governance lies in the ability to weave responsive agility with structured collaboration, mediated by mature digital infrastructure and visionary leadership.]]>
