Implementation of the Fishermen Community Empowerment Program by the Bintan Regency Government in Pengudang Village in 2024

Abstract

The Fishermen Community Empowerment Program implemented by the Bintan Regency Government in Pengudang Village in 2024 was designed to strengthen fishermen's capacity, productivity, social protection, and welfare. This study aimed to analyze the implementation of the program and identify supporting and inhibiting factors affecting its effectiveness. A qualitative descriptive approach was employed, with data collected through observation, semi-structured in-depth interviews, and documentation. Nineteen informants were selected purposively, consisting of representatives from the Department of Fisheries, village government, Village Consultative Body, coastal youth community, and fishermen. Data were analyzed using the interactive model of Miles and Huberman, involving data reduction, data display, and conclusion drawing and verification. The findings were analyzed using George C. Edward III's policy implementation model, covering communication, resources, disposition, and bureaucratic structure. The results indicate that the program was generally implemented and provided fishing equipment, social protection, fish-processing facilities, and seasonal assistance. However, communication was inconsistent, technical mentoring remained limited, and monitoring and evaluation were insufficient. Positive implementer commitment and inter-institutional coordination supported implementation. Strengthening continuous communication, technical assistance, field facilitation, coordination, and monitoring is therefore necessary to improve program effectiveness and sustainability.
