Abstract

"Village-Owned Enterprises (BUMDes) are institutional instruments designed to strengthen the village economy through community participation and the utilization of local social capital. However, practices in various regions indicate that not all BUMDes can develop sustainably. This study aims to analyze the role of community participation and social capital in BUMDes development in Bintan Regency. The central research question this study addresses is: How do community participation and social capital interact to shape the performance and sustainability of BUMDes in coastal villages? This research used a qualitative approach with a case study design. Data was obtained through in-depth interviews, field observations, and documentation studies with BUMDes managers, village government officials, and village facilitators. The results indicate that the level of community participation in BUMDes planning and management remains largely symbolic. Social capital in the form of trust, social networks, and norms of cooperation has not been fully capitalized on as productive economic strength. Weak institutional capacity and limited regulatory support also weaken the function of participation and social capital in driving BUMDes business performance. This study adds to existing BUMDes research by exploring the dynamics of coastal social capital and the institutionalization of community participation in the context of village governance. This study confirms that the success of BUMDes development is determined not only by managerial aspects, but also by the quality of community participation and the strength of social capital formally institutionalized in village governance."

Abstract

This study aims to analyze local government governance in disaster risk mitigation in Tanjungpinang City based on the principles of Good Governance, namely accountability, transparency, participation, rule of law, responsiveness, effectiveness, and efficiency. The study employed a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. Informants consisted of representatives from the Tanjungpinang City Regional Disaster Management Agency (BPBD), Fire and Rescue Service, Regional House of Representatives (DPRD), and communities living in disaster-prone areas. The findings indicate that local government has implemented Good Governance principles through disaster socialization, community education, early-warning dissemination, interagency coordination, community volunteer development, and personnel preparedness. However, mitigation implementation remains suboptimal due to limited budgets, inadequate facilities and infrastructure, uneven program coverage, insufficient coordination among local government agencies, and the absence of an integrated Drainage Master Plan. These findings indicate that effective disaster governance requires stronger institutional coordination, adequate resource allocation, integrated infrastructure planning, and sustained community participation. Strengthening these dimensions is expected to improve the effectiveness, efficiency, and sustainability of disaster risk mitigation in Tanjungpinang City.

Abstract

The Fishermen Community Empowerment Program implemented by the Bintan Regency Government in Pengudang Village in 2024 was designed to strengthen fishermen's capacity, productivity, social protection, and welfare. This study aimed to analyze the implementation of the program and identify supporting and inhibiting factors affecting its effectiveness. A qualitative descriptive approach was employed, with data collected through observation, semi-structured in-depth interviews, and documentation. Nineteen informants were selected purposively, consisting of representatives from the Department of Fisheries, village government, Village Consultative Body, coastal youth community, and fishermen. Data were analyzed using the interactive model of Miles and Huberman, involving data reduction, data display, and conclusion drawing and verification. The findings were analyzed using George C. Edward III's policy implementation model, covering communication, resources, disposition, and bureaucratic structure. The results indicate that the program was generally implemented and provided fishing equipment, social protection, fish-processing facilities, and seasonal assistance. However, communication was inconsistent, technical mentoring remained limited, and monitoring and evaluation were insufficient. Positive implementer commitment and inter-institutional coordination supported implementation. Strengthening continuous communication, technical assistance, field facilitation, coordination, and monitoring is therefore necessary to improve program effectiveness and sustainability.

Abstract

Pada masa kepengurusan sebelumnya, BUMDes Teluk Bakau belum berjalan secara maksimal, sehingga belum dapat memberikan sumbangan terhadap PADes. Oleh karena itu, penelitian ini bertujuan untuk mengkaji bentuk inovasi yang diterapkan oleh BUMDes Teluk Bakau dalam upaya meningkatkan perekonomian masyarakat desa pada tahun 2023. Penelitian ini mengacu pada teori inovasi yang dikemukakan oleh Geoff Mulgan dan David Albury (2003), serta menggunakan menggunakan pendekatan deskriptif kualitatif. Informan penelitian ini mencakup unsur Pemerintah Desa, Direktur BUMDes “Bina Sejahtera”, BPD, Tokoh Masyarakat, serta pihak ketiga (kemitraan) yang diperlukan untuk mendapatkan informasi terkait BUMDes dalam meningkatkan ekonomi masyarakat desa. Hasil penelitian ini menunjukkan bahwa (1) Inovasi produk, yang dijalankan oleh BUMDes berhasil menciptakan dan mengembangkan produk baru yang memanfaatkan potensi lokal, menciptakan peluang kerja dan membantu meningkatkan pendapatan masyarakat desa. (2) Inovasi proses, Pemerintah Desa memberikan dukungan berupa pelatihan kepada pengurus BUMDes untuk memperkuat kemampuan dalam mengelola unit usaha, menerapkan surat perjanjian yang sebelumnya tidak ada. (3) Inovasi metode pelayanan, pada inovasi ini BUMDes hanya melakukan optimalisasi terkait komunikasi antara BUMDes dengan masyarakat. (4) Inovasi strategi kebijakan, sejauh ini BUMDes tidak ada inovasi baru terkait strategi kebijakan, hanya menekankan keterbukaan dan keterlibatan masyarakat melalui pelaksanaan rapat monitorng dan evaluasi setiap tiga bulan sekali, pendekatan ini berperan penting dalam membangun kepercayaan masyarakat. (5) Inovasi sistem, BUMDes mampu membangun kemitraan dengan berbagai pihak eksternal. Inovasi ini merupakan inovasi baru. Kemitraan ini mencerminkan kapasitas BUMDes dalam memperluas jaringan kerja, meningkatkan pendapatan unit usaha, serta membuka peluang ekonomi terhadap kesejahteraan masyarakat.

Abstract

Tanjung Harapan Village has various potential natural and human resources that can be optimized to increase PAD. However, Tanjung Harapan Village faces various challenges in optimizing the potential of natural and human resources in the village. The problems faced include limited resources, low capacity of village officials. Therefore, this research aims to analyze the strategies implemented by the Tanjung Harapan Village government in an effort to increase PADes. This research aims to analyze the strategies implemented by the Tanjung Harapan Village government, Singkep District, Lingga Regency, in an effort to increase Village Original Income (PADes). Highlighting the importance of PADes as a source of financing for village development and improving community welfare. This research uses a descriptive method with a qualitative approach. Data collection was carried out through in-depth interview techniques with village officials and community leaders, participatory observation of village resource management activities, as well as documentation studies related to village financial policies and reports. The data obtained was analyzed using qualitative analysis techniques which included data reduction, data presentation, as well as drawing conclusions and verification to ensure the validity of the findings. The results reveal that the Tanjung Harapan Village government has implemented several main strategies to improve PADes, namely optimizing natural resources through more effective management, increasing the capacity and competency of village officials through training and continuous education.

Abstract

Village-Owned Enterprises are institutions that operate in the field of managing village economic resources which aim to optimize village assets, improve community businesses and increase village income. This increasingly narrow agricultural area has caused the people of Batu Belanak Village to complain because some of their harvests have failed, such as coconuts, the quality of the coconut harvest is not good so it is not suitable for sale and consumption by the local community. This research method uses qualitative research. The data collection technique is using interviews and documentation. There are 4 indicators according to Siagian's role theory (2000:142-150), namely Stabilizer, Innovator, Pioneer and Modernizer. The results of this research show that the role as a stabilizer for the sale of electricity tokens and telephone credit, cattle fattening is one of the BUMDes programs that is running in Batu Belanak Village, the need for cattle, especially Midai Island, the price of sacrificial cattle is too high and the cows that come out will get big profits, fishing gear for Village BUMDes fishermen Batu Belanak provides credit for goods. BUMDes provides credit for goods in installments. The role of BUMDes innovator in Batu Belanak Village will be to create a household credit program. The government's role as a pioneer is to first implement innovation to build cooperation with the community in terms of advancing the village. Role as a modernizer from traditional to modern conditions.
