<![CDATA[The high volume of cases in Malang Regency, exceeding 8,000 cases annually, poses a significant challenge for the judges of the Malang Regency Religious Court (PA Kab. Malang) in ensuring legal defense for vulnerable groups, particularly in divorce cases. Supreme Court Regulation (PERMA) No. 3 of 2017 provides guidelines for adjudicating cases involving women in conflict with the law to guarantee legal certainty, safety, and the fulfillment of women's rights, especially in divorce proceedings. This study aims to analyze the implementation of PERMA No. 3 of 2017 by the judges of PA Kab. Malang, identifying the obstacles encountered and the strategies used to overcome them. The research utilizes a qualitative method with a socio-legal approach, involving interviews with judges, document analysis, and courtroom observations. The findings indicate that the PERMA has provided various benefits for women; they feel more protected, post-divorce rights are better guaranteed, and the obligation to pay alimony (amr) before the divorce pledge is pronounced is more effectively enforced. However, implementation still faces challenges, such as the husband's reluctance to fulfill obligations, the high case-load, the limited number of judges, and low public legal awareness. To address these hurdles, PA Kab. Malang has taken several steps, including legal counseling, inter-institutional cooperation, and collective deliberation in judicial decision-making. In conclusion, while the implementation of this PERMA has strengthened legal guarantees for women, its effectiveness remains heavily influenced by power dynamics, culture, and environmental factors within the religious justice system.]]>
