The application of a problem-based learning approach to improve higher order thinking skills in Social Sciences in elementary schools has significant implications. By integrating Higher Order Thinking Skills (HOTS) in social studies learning, students are encouraged to develop analytical, problem solving and critical thinking skills in dealing with complex social problems. This research uses qualitative methods with observation, interviews and documentation in elementary schools in Yogyakarta. The results show that the use of the PBL learning model to foster HOTS significantly improves students' analytical skills in social studies lessons. Even though there were several initial obstacles, such as students' difficulties in understanding PBL HOTS-based material and assignments, as well as teachers' problems in preparing HOTS questions digitally, the learning process was supported by the presence of LCD facilities in the classroom. The implications of these findings include improving learning practices, developing curricula that focus more on HOTS, improving teacher training, developing digital learning tools, and potential changes in education policy to support innovative learning strategies in improving the quality of student education.
