This research developed an interactive digital learning media called SI-BULA (Traditional Literacy Book) to improve civic literacy of fourth grade students at SDN 04 Karangroto. The study used the ADDIE development model (Analysis, Design, Development, Implementation, Evaluation). Expert validation results showed that media validation reached 94%, material validation 86%, and language validation 95%, all categorized as very feasible. Teacher and student response questionnaires each reached 90%, categorized as very practical. Instrument validity testing showed all 15 items were valid with r-count values of 0.41 to 0.63. The effectiveness test showed a significant improvement in student average scores from 72.9 (pretest) to 91.4 (posttest). The paired sample t-test showed a significance value of 0.000 < 0.05, and the N-Gain result was 0.5037 in the moderate category. Therefore, SI-BULA interactive digital learning media was proven valid, practical, and effective in improving students' civic literacy.
