Educational staff management plays a strategic role in supporting the successful implementation of the MBG (Merdeka Belajar-Embira) program in Early Childhood Education (PAUD) institutions. The MBG program emphasizes child-centered, enjoyable learning, and encourages independence and creativity, thus requiring effective and professional human resource management. This article aims to comprehensively examine educational staff management strategies in creating a conducive, adaptive, and development-oriented learning environment for early childhood. The research approach used is descriptive qualitative with a conceptual analysis method of various relevant educational management practices. Data were obtained through a literature review of scientific journals, reference books, and educational policies related to educational staff management and the implementation of Merdeka Belajar in PAUD. The analysis was conducted by identifying the main components of human resource management in education and their relationship to the effectiveness of the MBG program. The study results indicate that an effective educational staff management strategy encompasses four main aspects: systematic planning based on the institution's needs, clear and proportional organization, continuous competency development through training and mentoring, and comprehensive and continuous performance evaluation. Furthermore, visionary leadership and a collaborative work environment are also supporting factors in optimizing the implementation of the MBG program. Therefore, structured and adaptive management of the teaching staff is key to improving the quality of learning in early childhood education (PAUD) and supporting the optimal achievement of the MBG program's goals.
