<![CDATA[Literacy is a basic competency that has an important role in achieving the success of developing the quality of human resources, one of which is through school libraries as a center for learning resources. However, the use of elementary school libraries still faces various obstacles, such as limited book collections, low student independence in visiting, and the lack of optimal use of literacy support technology. This study aims to analyze the role of elementary school libraries in supporting the literacy culture of grade II students of elementary school Keleyan 1 Bangkalan, especially in the condition of limited book collections. This study uses a descriptive qualitative approach with data collection techniques in the form of observation, interviews, and documentation. The results of the study show that the elementary school Keleyan 1 Bangkalan library has carried out a series of management activities including inventory, cataloging collections, and having the physical condition of the space as well as spatial arrangement. However, there are still limitations in book collections due to damage, low student independence in visiting the library, and the lack of optimal use of library technology in digital literacy programs. Nevertheless, the school continues to strive to develop literacy programs through library visit competitions, daily reading programs, and educational activities to improve student literacy culture.]]>
