Learning evaluation is an essential component of the educational process that functions to measure the achievement of learning objectives. In Social Studies (IPS) learning at the elementary school level, evaluation is not only focused on students' mastery of knowledge but also on the development of their skills and attitudes. One approach that can support the comprehensive achievement of competencies is Outcome-Based Education (OBE). This article aims to examine the concepts, characteristics, objectives, benefits, and implementation of OBE-based Social Studies learning evaluation in elementary schools. This study employs a library research method by collecting and analyzing relevant literature sources, including books, scientific journals, and previous research findings. Data were analyzed using content analysis techniques to obtain a comprehensive understanding of OBE-based Social Studies learning evaluation. The findings indicate that OBE-based evaluation is oriented toward the achievement of learning outcomes encompassing knowledge, skills, and attitudes. Evaluation is conducted through various assessment techniques, such as written tests, observations, projects, portfolios, and performance assessments, enabling a more authentic representation of students’ competencies. The implementation of OBE-based evaluation in Social Studies learning can enhance learning effectiveness, encourage active student participation, and assist teachers in continuously improving the learning process. Therefore, OBE-based Social Studies learning evaluation can serve as an effective alternative for improving the quality of Social Studies education in elementary schools.
