<![CDATA[Science and Social Studies (IPAS) learning in elementary schools requires instructional media that can enhance students' engagement in the learning process. The limited variety of learning media has led to low levels of student participation in the learning process and has hindered students' understanding of the subject matter. Based on observations conducted in Class IV-A of SDN Dukuh Kupang V Surabaya, several students achieved learning outcomes below the Minimum Learning Achievement Criteria (KKTP). This study aimed to develop a Kahoot! based quiz learning media on the topic of Meeting Human Needs and to determine its validity and effectiveness. This research employed the Research and Development (R&D) method using the ADDIE model, which consists of five stages: Analysis, Design, Development, Implementation, and Evaluation. The research subjects included one material expert, one media expert, and 26 fourth-grade students of SDN Dukuh Kupang V Surabaya. Data were collected through expert validation sheets, student response questionnaires, and learning outcome tests in the form of pretests and posttests. The results showed that the learning media achieved a validity score of 90% from the material expert and 88.33% from the media expert, both categorized as valid. Student responses reached 93.3%, indicating a very positive category. Furthermore, the average pretest score increased from 66% to 86.6% on the posttest, resulting in a learning improvement of 20.6%. These findings indicate that the Kahoot!-based quiz learning media is valid and effective for use in teaching IPAS, particularly the topic of Meeting Human Needs in elementary schools.
