Abstract

The implementation of public programs increasingly requires collaboration among multiple actors to address complex societal challenges. This study aims to analyze the translation process in the formation of actor networks within the Sustainable Environmentally Friendly Agriculture Program (Program Pertanian Ramah Lingkungan Berkelanjutan/PRLB) in Ngompro Village, Ngawi Regency. The research employs a qualitative descriptive approach using Actor-Network Theory (ANT) developed by Michel Callon. Data were collected through in-depth interviews, observation, and documentation involving key actors, including the Department of Food Security and Agriculture, agricultural extension officers, village government officials, farmer groups, and farmers participating in the program. Data analysis was conducted using the interactive model of Miles, Huberman, and SaldaƱa, consisting of data condensation, data display, and conclusion drawing. The findings reveal that the formation of actor networks occurred through four stages of translation: problematization, interessement, enrollment, and mobilization. In the problematization stage, agricultural challenges such as dependence on chemical fertilizers and environmental degradation were identified as common issues. Through interessement, stakeholders were encouraged to participate through socialization, technical assistance, and demonstration activities. The enrollment stage established the roles of both human and non-human actors, while mobilization strengthened network stability through continuous coordination and collaboration. The study concludes that the success of the PRLB program is influenced not only by policy implementation but also by the ability of actors to build and maintain sustainable networks. Therefore, strengthening actor collaboration is essential to support the sustainability of environmentally friendly agricultural programs.
