The quality of public services in government institutions is strongly influenced by the effectiveness of human resource management (HRM). Therefore, HRM plays an essential role in supporting the delivery of optimal public services. This study aims to examine the role of human resource management in improving the quality of public services at the Ministry of Religious Affairs of Malang Regency. This research employed a qualitative approach with a descriptive design. Data were collected through observations, interviews, and documentation. Furthermore, the data were analyzed through data reduction, data presentation, and conclusion drawing. The findings revealed that human resource management at the Ministry of Religious Affairs of Malang Regency is implemented through workforce planning, the application of a merit system, competency development, and periodic performance evaluation. In addition, service quality improvement is supported by the utilization of information technology through the One-Stop Integrated Service Center (PTSP), the implementation of ASN BerAKHLAK values, and public complaint management mechanisms. The study concludes that sustainable human resource management contributes to the realization of more professional, efficient, and community-oriented public services.
