<![CDATA[Indonesia’s accession process toward membership in the Organisation for Economic Co-operation and Development (OECD) requires an integrated government communication strategy to strengthen national coordination, convey policy narratives, and enhance Indonesia’s image at the international level. In this context, the Ministry of Primary and Secondary Education (Kemendikdasmen) plays an important role in representing Indonesia’s commitment to educational reform and global governance. This study aims to analyze the formulation and implementation of Kemendikdasmen’s communication strategy in the cooperation process toward OECD membership. This study employed a qualitative descriptive approach using interviews, observation, and documentation as data collection techniques. Data validity was tested through source triangulation and technique triangulation. The findings show that the formulation of communication strategies was conducted through national coordination led by the Coordinating Ministry for Economic Affairs through the OECD National Secretariat. Communication strategies were formulated by constructing institutional narratives emphasizing Indonesia’s commitment to educational reform, data-based governance, and readiness toward global education standards. The implementation of communication strategies was carried out through inter-ministerial coordination, OECD hearings, technical reviews, policy presentations, and diplomatic communication during the accession process.
