Human resource development in Islamic educational institutions requires leadership that is capable of driving organizational change, enhancing competencies, and empowering all members of the institution. This study aimed to analyze the transformational leadership model of the head of Dayah in developing human resources at Dayah Riyadhatul Qulub Lhokseumawe. The study employed a descriptive qualitative approach, with data collected through observations, interviews, and documentation. Data were analyzed using the stages of data reduction, data display, conclusion drawing, and verification. The findings revealed that the transformational leadership of the Dayah leader was reflected in articulating the institutional vision, providing exemplary leadership, motivating members, fostering organizational commitment, improving competencies, and empowering all human resources within the institution. Human resource development encompassed not only teachers and students but also educational staff and supporting personnel, including administrative staff, student caregivers, kitchen staff, security officers, cleaning staff, and facilities personnel. Supporting factors included a clear institutional vision and mission, a strong religious culture, interdepartmental collaboration, dedication, and support from parents and the community. Meanwhile, the main challenges consisted of limited facilities and infrastructure, differences in students’ characteristics, limited human resources in certain areas, and the need to strengthen internal coordination. The study concludes that the transformational leadership model implemented at Dayah Riyadhatul Qulub Lhokseumawe is characterized as a religious-participatory leadership model.
