<![CDATA[This research was initiated by the low scientific competence among tenth-grade high school students due to the limitations of static printed teaching materials, which were insufficient to visually demonstrate the dynamic nature of abstract virus topics. This empirical gap called for an innovative, dynamic, and student-centered digital learning medium. Therefore, this study aimed to develop and evaluate the validity, practicality, and effectiveness of an interactive e-book of the flipbook type based on Problem-Based Learning (PBL) on virus material to improve students' scientific competence. Employing a Research and Development (R&D) method with the ADDIE development model, a limited trial was conducted on 30 tenth-grade students of class X-9 at SMA Negeri 17 Surabaya during the 2025/2026 academic year. Data collection instruments included expert validation sheets, student response questionnaires, learning implementation observation sheets, and learning outcome tests (pre-test and post-test), which were analyzed using the Normalized Gain (N-gain) test. The validation results from experts indicated that the developed interactive e-book was highly valid, scoring an overall average percentage of 97.91%. In terms of practicality, the media received highly positive feedback on linguistic aspects with an average score of 98.88% (highly practical). Furthermore, the effectiveness test demonstrated a significant increase in students' scientific competence, as evidenced by an average N-gain score of 0.87, which falls into the high criteria, alongside a 100% classical mastery learning rate where all students surpassed the minimum criteria (KKTP >76). The most optimal improvement was achieved in the indicator of explaining phenomena scientifically, with an N-gain score reaching 0.93. In conclusion, the PBL-based interactive e-book of the flipbook type on virus material is highly feasible, practical, and effective for enhancing high school students' scientific competence.]]>
