Abstract

This study aims to analyze the implementation of Scout Education as a strategy for strengthening character education among elementary school students in the Serang City area. The study was motivated by the declining interest of students in scouting activities due to the rapid advancement of digital technology, despite the strategic role of Scout Education in fostering character, leadership, independence, discipline, responsibility, and social awareness. This research employed a qualitative approach using a multi-site case study design involving several public and private elementary schools in Serang City. The research participants consisted of school principals, scout leaders, teachers, students, and parents, who were selected through purposive sampling. Data were collected through classroom and field observations, in-depth interviews, documentation, and Focus Group Discussions (FGDs). The data were analyzed using the interactive model of Miles, Huberman, and SaldaƱa, including data condensation, data display, and conclusion drawing and verification. The trustworthiness of the findings was ensured through source, technique, and time triangulation. The findings reveal that the implementation of Scout Education effectively internalizes character values through habituation, role modeling, the patrol system, experiential learning (learning by doing), and leadership and community service activities. Scout Education significantly enhances students' discipline, responsibility, cooperation, social awareness, independence, and leadership skills. Its successful implementation is supported by school leadership, competent scout instructors, parental involvement, and adequate facilities, while declining student interest and the dominance of digital technology remain the primary challenges. This study concludes that Scout Education serves as an effective and sustainable strategy for strengthening character education and developing leadership competencies among elementary school students.
