The rapid advancement of digital technology requires teachers to develop innovative learning media that support meaningful learning. However, learning of Pancasila Education in elementary schools is still dominated by textbooks and worksheets, making abstract materials difficult for students to understand. This study aimed to develop an interactive e-module on the topic Emulating Pancasila Behavior for fifth-grade elementary school students that is valid, effective, and attractive. This research employed the Research and Development (R&D) method using the Four-D development model consisting of Define, Design, Develop, and Disseminate stages. The research subjects were 26 fifth-grade students of SDN Tunjung 1. Data were collected through interviews, observations, questionnaires, and learning achievement tests. The validity of the product was assessed by experts in learning materials, instructional design, teaching materials, and test instruments. The results showed that the interactive e-module obtained an average validity score of 92.5%, categorized as very valid. The effectiveness test produced an N-Gain score of 0.68, indicating a moderate improvement in students' learning outcomes. Furthermore, teacher responses reached 97.5% in the small-group trial and 100% in the large-group trial, while student responses reached 98% and 90.59%, respectively, all categorized as very attractive. Therefore, the developed interactive e-module is feasible to be implemented in Pancasila Education learning for fifth-grade elementary school students.
