<![CDATA[Character education is one of the essential aspects of the Indonesian education system in shaping students who excel not only academically but also socially and morally. One of the fundamental character values that should be developed from the elementary school level is tolerance. However, various educational issues indicate that discriminatory behavior, lack of respect for diversity, and low levels of cooperation among students from different backgrounds still occur. One learning strategy that can strengthen tolerance character is the cooperative learning model of Think Pair Share (TPS). This article aims to analyze the effectiveness of the TPS learning model as a strategy for strengthening tolerance character education in elementary schools through a Systematic Literature Review (SLR) approach. The findings reveal that the implementation of TPS enhances social interaction, communication skills, collaboration, empathy, and mutual respect among students. The stages of think, pair, and share provide opportunities for learners to express opinions, appreciate others' perspectives, and build democratic understanding. Furthermore, integrating multicultural approaches into TPS implementation reinforces the internalization of tolerance values in elementary education. Therefore, TPS can be considered an effective strategy for strengthening tolerance character education in elementary schools.]]>
