Abstract

The Ministry of Public Works and Public Housing established the Heritage City Planning and Preservation Program to support the development of heritage cities—those with historically valuable areas or buildings. Bogor, formerly known as Buitenzorg, is one such city that continues to preserve its historical areas. However, its transformation into a modern city has led to visual changes in the colonial landscape. This study aims to understand those changes based on public perception, focusing on Pajajaran and Pangrango Streets, part of the Karsten Plan area. To date, no research has specifically examined these visual changes. Data collection and inventory were carried out through literature review, field observation, and interviews. The results of the inventory were processed into virtual videos representing three time periods: 1946, 2013, and 2025. Public perception was analyzed using the semantic differential method, based on these virtual videos. The results of the analysis indicate that, in terms of aesthetics, the visual landscape has not undergone significant changes. From a historical perspective, the visual landscape shows a decline. In terms of ecological aspects, the visual landscape of Pajajaran Street is perceived to have deteriorated, whereas Pangrango Street has remained relatively stable. Understanding public perception is expected to serve as a basis for more targeted planning of Bogor's colonial landscape and to support the city's sustainability as a heritage city.
