DIGITAL TRANSFORMATION IN POPULATION ADMINISTRATION SERVICES: AN ANALYSIS OF POLICY READINESS AND INSTITUTIONAL CAPACITY

Abstract

Digital transformation in population administration services represents a strategic step toward establishing effective, efficient, and responsive governance. However, implementation at the local level often faces obstacles regarding the readiness of technical regulations and the internal capacity of the implementing agencies. This study aims to analyze policy readiness and institutional capacity in supporting the digital transformation of population administration services at the Population and Civil Registration Agency of Subang Regency. A descriptive qualitative research method was employed, utilizing data collection techniques such as in-depth interviews, observation, and document analysis. The findings indicate that, regarding policy readiness, the Subang Regency Government possesses an overarching regulatory framework aligned with national policies; however, there remains a lack of technical regulations concerning cybersecurity risk mitigation and personal data protection. Meanwhile, based on Merilee S. Grindle’s organizational capacity theory, institutional capacity dimensions show imbalances: technological infrastructure development has not been matched by an equitable distribution of digital human resource quality at the sub-district and village levels; incentives for non-civil servant (non-ASN) operators remain low; and there are budgetary constraints regarding long-term system maintenance. The study concludes that while digital transformation in Subang Regency is underway, it has not yet reached optimal levels due to gaps in policy synchronization and limitations in institutional operational capacity. Recommendations include accelerating the structured enhancement of staff digital competencies, strengthening local data security regulations, and securing a sustainable budget allocation for system maintenance.
