<![CDATA[This study aims to determine, 1) How is the education digitalization policy model designed by the central government and implemented in the region, especially Bireuen Regency, 2) How effective is the implementation of the education digitalization policy at the school level in Bireuen Regency, viewed from the perspective of policy implementers, 3) What form of digital transformation occurs in learning practices in schools as a result of the policy. This research method uses This research is a type of field research. This research will be conducted in Bireuen Regency, Aceh Province. The research is planned to last for 9 (nine) months in the period 2025 - 2026. The subjects in this study consist of five main groups: 1) Local Government; 2) Education and Information Technology Experts, 3) Schools, 4) Students, 5) Parents and Community Leaders. Data collection techniques use interviews, documentation and observation. While data analysis techniques use data reduction, data presentation, and drawing and verifying conclusions. To ensure the validity of the data in this study, researchers apply the principles of validity in qualitative research which include credibility, transferability, dependability, and confirmability. The results of this study indicate that the implementation of educational digitalization in Bireuen Regency is in a phase that can be categorized as a Hybrid Compliance–Adaptive Model, namely a condition in which schools implement digitalization policies as a form of compliance with the national system, but simultaneously develop various local adaptation strategies so that policies can still be implemented within the limitations of existing infrastructure and capacity.]]>
