<![CDATA[Rising data breaches, doxxing, and personal data misuse in the Big Data era show that the data security crisis is not merely technical, but also reflects individual users' low ethical awareness. This study formulates a conceptual ethical framework for digital technology users by integrating the Qur'anic values of Amanah and Al-'Adl (QS. An-Nisa: 58) with the Bugis-Makassar local wisdom of Siri' na Pacce. This is a conceptual - interpretive library research using a descriptive qualitative approach and thematic (maudhu'i) exegesis, drawing on Ibn Kathir, Al-Tabari, and Al-Misbah, together with Bugis-Makassar cultural literature. It does not involve primary data collection, surveys, interviews, or Delphi validation. Amanah emphasizes responsibility for safeguarding data confidentiality and trust, while Al-'Adl emphasizes justice and proportionality in information use. Both share conceptual common ground with Siri' na Pacce. Siri' (honor, dignity, social control) and Pacce (empathy, solidarity) together forming the Qur'anic Data Ethics framework, which integrates trust, responsible access, confidentiality, justice, proportionality, honor, and social empathy at the individual user level. This framework is a conceptual contribution, not an empirically tested solution. It is limited to textual and secondary-literature analysis, does not extend to institutional data governance, and requires further empirical testing. This study's originality lies in integrating Qur'anic ethical values (Amanah, Al-'Adl) with Bugis-Makassar local wisdom (Siri' na Pacce) into a single data security ethics framework for individual users, an approach not yet found in data ethics literature, which remains dominated by secular-technical perspectives.]]>
