Environmental Management Perspective on the Feasibility of a Large-Scale Mosque Development: A Case Study of Masjid Raya Nurul Wathon, Cibinong, Bogor Regency

Abstract

Large-scale religious facilities are increasingly built in rapidly urbanising regencies, yet their environmental dimension is often treated as a procedural formality rather than a planning input. This study applies an environmental management perspective to the planned Masjid Raya Nurul Wathon, a 26,400 m² mosque complex with a 92.45 m tower in Pakansari, Cibinong, Bogor Regency. Accredited-laboratory sampling of ambient air, noise, surface water and groundwater, ten-year rainfall analysis using the Gumbel distribution and the Rational method, biodiversity observation and a community survey were combined with secondary data. Measurements characterise a post-clearing condition, as the site was already about 90% cleared. Most parameters comply with standards; roadside noise (62.4 dBA) and upstream nitrite (0.138 mg/L) exceed their limits, and no protected biota occur on site. Retaining about 47% green open space reduces two-year design runoff by roughly 35% relative to full pavement, yet provided storage offsets only 56%, 45% and 40% of the additional volume for the 2-, 5- and 10-year events. Peak parking demand also exceeds on-site supply several-fold. The study offers an illustrative, in-principle transferable case of embedding environmental management in facility feasibility assessment; environmental feasibility determination remains the authority of the Environmental Feasibility Test Team.
