<![CDATA[Slums area still be a development challenge in Indonesia, including in East Java Province, which has a slum area of 1,596.35 hectares. The Provincial Government responded through the Program Penanganan Kumuh Skala Kawasan Terpadu dan Terintegrasi (PERMATA JATIM) which was implemented collaboratively. This study aims to analyze the collaborative governance process in the PERMATA JATIM Program in two pilot project locations, namely Bendomungal Village and Kepuhanyar Village. The study used a descriptive qualitative approach with data collection in the form of interviews, observations, documentation, and analyzed using an interactive model through seven collaborative governance focuses: willingness to compromise, communication, commitment, mutual trust, transparency, knowledge sharing, and willingness to take risks. The results of the study indicate that the willingness to compromise is formed through a competitive selection mechanism; communication is carried out formally and informally; commitment through a letter of support from the regent and the establishment of a Tax Office; trust grows from fiscal accountability and tangible program benefits; transparency is supported by the SIKAWANKU system and social media; knowledge sharing occurs through technical guidance and community participation; and a willingness to take risks through mediation and relocation of construction projects. Challenges in the sustainability of post-construction maintenance commitments and expanding communication with external parties around the project site. Overall, the collaborative governance process within the PERMATA JATIM Program has been successful due to the synergy between stakeholders, resulting in a reduction in slum areas in East Java.]]>
