This research is motivated by the important role of Micro, Small, and Medium Enterprises (MSMEs) as the backbone of the national economy, but are often hampered by limited capital and weak risk management. BAZNAS Mamuju Tengah Regency is present through an integrated MSME empowerment program to address these issues. This study aims to analyze how the risk management strategy implemented by BAZNAS Mamuju Tengah Regency. The research method used is descriptive qualitative. Primary data was obtained through in-depth interviews with BAZNAS administrators and MSME beneficiaries, as well as direct observation of the mentoring process in the field. Data were analyzed using data reduction, data presentation, and conclusion drawing techniques to obtain an objective picture of the risk mitigation implemented. The results of the study show 1). The form of the MSME empowerment program of BAZNAS Mamuju Tengah Regency is carried out by integrating the Capital, Mental, and Managerial (3M) pillars as a holistic empowerment framework. 2). The risk management strategy is carried out through a structured cycle, starting from identifying potential moral hazard to routine monitoring. He revealed that the policy of distributing aid in the form of physical assets (non-cash) was highly effective in reducing the risk of aid misuse to as low as 1-2%. Furthermore, six months of intensive mentoring was proven to increase business resilience and discipline in financial reporting.
