This study evaluates the loading performance of a Power BI-based Decision Support System (DSS) application under controlled bandwidth constraints and develops an evidence-informed optimization and validation framework for humanitarian ICT environments. The GSM Invoice Detail Dashboard, presenting invoice and expense information, was used solely as a technical test application. Chrome DevTools captured browser-network metrics under two throughput profiles: 60 Mbps (Fiber profile) and 20 Mbps (VSAT-bandwidth profile). The profiles did not reproduce satellite latency, jitter, packet loss, weather effects, or shared-capacity variation. Two report scenarios of approximately 6,000 and 650,000 records were tested three times, and retained median values were analyzed descriptively. In the smaller scenario, the 20 Mbps profile recorded a 6.10-second load event compared with 4.35 seconds at 60 Mbps, approximately 23.0% more requests, 21.9% more transferred data, and a 56.3% longer DOMContentLoaded time. In the larger scenario, load-event values were 12.50 and 10.92 seconds, while finish times were 62 and 60 seconds. These measurements establish a bounded technical baseline but do not isolate causal contributions from bandwidth, protocol behavior, report design, server processing, caching, or database configuration. The proposed framework was not implemented; therefore, no post-optimization performance, reliability, user, or humanitarian outcomes are claimed
