<![CDATA[This study aims to analyze the effectiveness of the Micro, Small, and Medium Enterprise (MSME) development program in improving the community economy in Buol Regency. The strategic role of MSMEs as the backbone of the national economy requires targeted and sustainable policy interventions. This research employed a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation studies. Data were analyzed interactively using the Miles, Huberman, and Saldana model, while data validity was examined through triangulation. The findings indicate that the program has generally been implemented effectively, as reflected in the community's sound understanding of the program, appropriate targeting, and activities carried out according to schedule. Positive impacts include improvements in business actors' knowledge, skills, and income. Nevertheless, effectiveness still needs to be strengthened, particularly regarding the depth of training materials, the limited duration of activities, and the refinement of participant selection mechanisms to ensure more equitable program benefits. The local government is therefore advised to design a more comprehensive program supported by a sustainable mentoring system to strengthen MSME competitiveness and long-term community economic improvement.]]>
