Abstract

Rural road access indicators are widely used to assess territorial disparity, yet most applications remain centered on residential access and do not adequately represent the logistics needs of agricultural production areas. This article develops a stricter adaptation of the Rural Access Index for farm road planning by shifting the unit of analysis from rural population to productive agricultural land served by Jalan Usaha Tani. The study employs a document-based analytical design integrating the Rural Access Index framework, Indonesian technical standards for farm roads, and planning data for priority subdistricts in Sambas Regency. To strengthen the analysis, operational proxies are applied, namely harvested area to paddy field ratio, farm-road service ratio per hectare, achievement against a minimum service benchmark, unit investment cost, and estimated service gap. The findings indicate that Tebas, Selakau, and Teluk Keramat are the most critical priority areas because they combine extensive paddy land, high cultivation intensity, and very limited effective road service coverage. A land-based access perspective offers a stronger policy lens than screening based solely on road condition because it links infrastructure investment to productive land accessibility, seasonal passability, and farm logistics performance.
