<![CDATA[This study examines the dynamic interaction between central and regional education regulations, particularly in defining the legal boundaries of school autonomy. In Temanggung Regency, implementing the national curriculum often faces challenges in accommodating local contextual needs. Unclear regulatory boundaries may limit educational institutions’ autonomy in developing adaptive policies, including the integration of local wisdom rooted in regional culture. This study aims to analyze curriculum management and the scope of authority of the Temanggung Regency Government based on the applicable legal framework. The research employs a qualitative approach using normative legal analysis through an in-depth literature review of primary and secondary legal sources. The findings indicate that synchronizing central regulations with local policies requires adjustments to derivative regulations at the regency level to ensure legal certainty while preserving schools’ creative freedom. Essential aspects of school autonomy, including developing instructional materials, adjusting class schedules, and managing learning strategies, are prerequisites for improving local education effectiveness. Adaptive policies should therefore be implemented through technical guidelines for an integrated, flexible, and region-specific local curriculum responsive to local characteristics. In conclusion, effective school autonomy requires clear legal boundaries and synergy between national standards and regional needs.
