Civic Education (PKn) learning in elementary schools has tended to be teacher-centered, resulting in low student engagement and learning outcomes. Therefore, an innovative learning model is needed to enhance students’ active participation. This study aimed to analyze the effectiveness of the Project Based Learning (PjBL) model in improving students’ learning outcomes in Civic Education at the elementary school level. This research employed a Systematic Literature Review (SLR) method using the PICOS framework and PRISMA stages. Data were collected from relevant research articles published within the last 5–10 years, sourced from Google Scholar, SINTA, and accredited national journals. Based on the selection process, 10 articles met the inclusion criteria and were analyzed. The data analysis technique used was descriptive qualitative analysis by comparing and synthesizing the findings of previous studies. The results indicated that the PjBL model was consistently effective in improving students’ learning outcomes, including cognitive, affective, and psychomotor aspects. In addition, PjBL enhanced students’ activeness, creativity, critical thinking skills, and collaboration abilities. This model provided meaningful learning experiences through students’ direct involvement in contextual projects. In conclusion, Project Based Learning is an effective learning model and is recommended for implementation in Civic Education at the elementary school level to improve the quality of student learning outcomes.
