The advancement of information technology has brought significant changes to Indonesia’s healthcare system, including the launch of the Mobile-JKN application by BPJS Kesehatan. This app features an online registration service to improve efficiency and reduce patient queues at primary healthcare facilities (community health centers). This study analyzes the implementation of the socialization of the online registration feature of the Mobile JKN app by community health centers in Temanggung Regency. This is a qualitative study using a case study approach. Data was collected through in-depth interviews with Heads of community health centers, JKN PIC officers, and community members who use the service. The analysis is framed by George C. Edwards III’s policy implementation theory, which highlights four key variables: communication, resources, implementer disposition, and bureaucratic structure. Findings indicate that although community health centers have made efforts through social media and direct education, the implementation of socialization remains suboptimal. The absence of specific standard operating procedures, limited human resources, lack of technical training, and inadequate support for community members, especially older people, are key barriers. Conversely, there is growing enthusiasm among the public, particularly among younger users, for adopting digital health services. This study recommends strengthening bureaucratic structures, expanding training for health workers, enhancing face-to-face communication strategies, and fostering closer collaboration between BPJS, the Health Office, and community health centers to support the digital transformation of health services in Indonesia.
