<![CDATA[Effective archival management is a fundamental pillar of data governance in banking institutions, directly influencing regulatory compliance, operational efficiency, and decision-making quality. This study aims to analyze the effectiveness of archival management implementation in improving data management at PT BPR Akasia Mas, South Tangerang City. A qualitative descriptive method with an ethnographic approach was employed. Data collection was conducted through triangulation involving in-depth interviews with 7 key informants, direct observation in the archiving work unit, documentation study of internal SOPs, and Focus Group Discussion (FGD). The findings reveal three main dimensions of constraints: (1) infrastructure barriers in the form of an unrepresentative records center; (2) human resource barriers in the form of the dual-tasking phenomenon among operational staff; and (3) cross-functional procedural barriers in the form of a high volume of pending customer files (23–31% per month) and retrieval time of 10–30 minutes. As a solution, this study formulates workflow re-engineering through the integration of the PDCA cycle and cloud-based archival digitization, which successfully reduced retrieval time to 1–5 minutes. The 2024–2029 Archival Roadmap was formulated as a long-term strategic reference to achieve banking data governance that is safe, reliable, accurate, and compliant with OJK regulations.]]>
