Abstract

The community service program was designed to foster a sustainable culture of Occupational Safety and Health (OSH) among ten home-based fish-processing micro, small, and medium enterprises (MSMEs) in Purwodadi Village, Sidayu Subdistrict, Gresik Regency, East Java. An initial assessment identified critical safety gaps, such as inconsistent use of Personal Protective Equipment (PPE), inadequate emergency facilities, and the absence of OSH Standard Operating Procedures (SOPs). Between May and June 2026, the program implemented awareness campaigns, technical training, and the establishment of SME OSH cadres through a Participatory Action Research (PAR) approach. Quantitative evaluation indicated a substantial increase in knowledge, with average pre-test scores rising from 60.32 to 92.75 following the intervention. The integration of educational calendar modules and the distribution of basic PPE facilitated ongoing monitoring. These findings suggest that a participatory, cadre-based approach is effective in transforming the OSH paradigm from basic compliance to a strategic investment in MSME sustainability.
