<![CDATA[Legal uncertainty and policy inconsistencies regarding discounts for early settlement among Islamic Financial Institutions (IFIs) have created a need for regulatory reform within the Islamic finance ecosystem. This study aims to examine the regulatory transition concerning such discounts in murabahah financing, from DSN-MUI Fatwa No. 23/DSN-MUI/III/2002, which characterized the discount as voluntary, to DSN-MUI Fatwa No. 153/DSN-MUI/VI/2022, which makes it mandatory. The study also seeks to identify the effectiveness of this regulatory change in reducing legal uncertainty and to analyze the operational challenges arising from its implementation. This study employs a qualitative-comparative method through a literature review, with primary and secondary data analyzed deductively using content analysis. The findings indicate that DSN-MUI Fatwa No. 153/DSN-MUI/VI/2022 shifts the legal paradigm toward a mandatory approach based on istihsan bi al-mashlahah to strengthen consumer protection. However, its implementation faces multidimensional operational challenges. Some large IFIs continue to refer to the previous fatwa, while small and medium-sized IFIs encounter difficulties in adjusting their accounting systems, standard operating procedures (SOPs), and calculation formulas. Theoretically, this study contributes to enriching the literature on Islamic economic law. Practically, it provides evaluative recommendations for DSN-MUI and IFI management in developing technical guidelines to ensure transactional fairness within the Islamic finance ecosystem.]]>
