Abstract. Mass termination of employment due to the closure of a production facility raises legal questions regarding the qualification of grounds for termination, the scope of employees' rights, employer liability, and the legal consequences if those rights are not fulfilled. This study examines the closure of PT Sepatu Bata Tbk's factory in Purwakarta in 2024, which triggered the mass termination of 233 workers. The research aims to analyze the juridical qualification of the grounds for mass termination, the form of employer liability in fulfilling employees' rights, and the legal consequences and remedies if those obligations are not met. The method used is normative juridical with statutory and conceptual approaches, descriptive-analytical in nature, using secondary data analyzed qualitatively with deductive conclusions. The results show that the closure of the Purwakarta factory cannot be equated with the closure of the entire corporate entity, because what ceased was a specific production facility as part of a restructuring, while PT Sepatu Bata Tbk as a corporate entity continued to operate and remained listed on the Indonesia Stock Exchange. Based on audited financial statements, the company recorded consecutive net losses in 2021–2023, so the most legally appropriate qualification is efficiency due to losses as regulated under Article 43 paragraph (1) of Government Regulation Number 35 of 2021, with a minimum multiplier of 0.5 times the provision of Article 40 paragraph (2). The company’s payment using a formula of 1 times the provision exceeds that minimum, meaning the fulfillment of employees’ rights has surpassed the binding legal standard. Should the obligations not be fulfilled, a rights dispute arises to be resolved through bipartite negotiation, mediation, and the Industrial Relations Court. Indonesia perlu membentuk aturan khusus mengenai pewarisan aset digital.
